The Freedom of Information (Scotland) Act 2002 (FOISA) came into full force on 1 January 2005. The Act aims to increase openness and accountability in government and across the public sector by ensuring that people have the right to access information held by Scottish Public Authorities.

Under the Act, Scottish Public Authorities require to adopt and maintain a publication scheme, and to publish information in accordance with that scheme.

A publication scheme is a document which describes the information that a public authority publishes, or intends to publish. In this context, 'publish' means to make information available, routinely under certain 'classes of information'. The scheme is not a definite list of actual publications, because these will necessarily change over time as new material is published or existing material revised. It is, however, the Institution's commitment to adhering to the provision of the Act.

The publication scheme sets out the classes, or categories, of information which the College has published and makes clear how the information described can be accessed, free or for a fee.
The Model Publication Scheme adopted by ECA has been developed by Universities Scotland.
